The use of nuclear weapons would have such catastrophic consequences, not only for the target countries, but also for those who would use it first, that it seems highly unlikely.
The nuclear weapon, because of the disastrous consequences of its use, is destined to remain an element of deterrence. If the threat of the use of this ultimate weapon is frequently brandy on the Russian side, it remains, however, that the officials in the Kremlin are fully aware of the virtually incalculable costs that such a decision would entail. However, if the worst is never certain, it is never to be totally excluded.
