IIO Investigation Clears Victoria Police Officers of Wrongdoing in June Arrest
The civilian watchdog reviewed police reports, medical records and video before deciding the case fell outside its mandate.
The Independent Investigations Office of British Columbia has concluded its investigation into a Victoria Police arrest, determining that injuries sustained did not meet the 'serious harm' threshold defined by the Police Act.
On June 7, 2026, Victoria Police officers attended a liquor store in the 170-block of Wilson Street to arrest a man who was not permitted to be there; officers then took him to the police department.
Investigators analyzed evidence including police reports, a written statement, medical records, radio transmissions, and CCTV footage to reach their determination. The man notified the IIO of his injury on July 6.
Under the Police Act, the IIO only investigates incidents involving death or serious harm; because the injuries fell below this threshold, the matter fell outside the agency's mandate.
The IIO, an independent civilian oversight body in British Columbia, has officially closed the investigation file. The agency's mandate remains focused on incidents meeting the serious harm standard.
