Government Issues Tuesday Pm £430m Council Tax Shake-up Plan
The eight-week review would target fewer than 1% of homes and is expected to raise about £430 million a year, officials said.
The government launched an eight-week consultation on a new High Value Council Tax Surcharge for properties worth above £2 million, designed to generate approximately £430 million annually for local services.
Exchequer Secretary to the Treasury Dan Tomlinson stated the overhaul corrects decades of inaction, noting a £10 million mansion in Mayfair should not pay less council tax than a family home in Darlington or Blackpool.
Properties exceeding the threshold will face reassessment every five years with the next review scheduled for 2033; the measure impacts fewer than 1% of all properties and takes effect from April 2028.
Meanwhile, Leicester resident Stephanie Holland reports local council tax support has decreased for some claimants since April 2025, when Personal Independence Payment began being counted as income under the scheme.
Holland, who received over £500 in discretionary relief after raising the issue with City Mayor Sir Peter Soulsby, said the current treatment of disabled residents reflects "ableism and discrimination" that needs to stop.
