How Lake Simcoe, Nottawasaga conservation authorities are preparing to merge
The province says centralized leadership will standardize permitting and oversight as the 36 authorities are set to be merged into nine by early 2027.
On May 1, 2026, Ontario Environment Minister Todd McCarthy directed all conservation authorities to halt "significant financial, asset or employment decisions" as the government begins consolidating 36 agencies into nine regional bodies.
The government's 2026 budget greenlit the consolidation and created the Ontario Provincial Conservation Agency to provide "centralized leadership" during the transition, marking the largest disruption to these agencies in 80 years.
During a May 6, 2026, meeting, ministry officials acknowledged the lack of information was "not terribly reassuring and anxiety producing," while one public servant stated the province has "essentially handcuffed" conservation authorities.
The province pledged $3 million annually starting in 2026 to support authorities through the transition, though the Lakehead Region Conservation Authority paused a $590,000 "sole benefitting levy" from Thunder Bay pending clarity.
These restrictions remain in place until at least February 1, 2027, when consolidation is expected to take effect, leaving officials to navigate unknowns while the province finalizes a transition playbook by year-end.
