Hawaiʻi County Staffer Gets 4 Years In $11M Bribery Scheme
Prosecutors said he steered more than $11 million in housing agreements to companies he controlled and took $1.8 million in bribes and kickbacks.
- On Thursday, U.S. District Court Judge Jill Otake sentenced former housing specialist Alan Rudo to 46 months in prison for orchestrating a scheme involving more than $11 million in affordable housing agreements.
- Prosecutors argued Rudo funneled three lucrative affordable housing agreements to companies he partly owned, pocketing the 'lion's share' of proceeds while denying the public critical housing benefits.
- Luna Loa Developments LLC and West View Developments sold housing credits for profit without building a single affordable unit, despite requirements to develop 106 and 52 units respectively.
- During sentencing, Rudo claimed he never jeopardized affordable housing, but Judge Otake dismissed his argument, citing his lack of contrition while ordering him to forfeit over $2.3 million.
- Rudo, the only co-conspirator to testify against partners Rajesh Budhabhatti, Gary Zamber, and Paul Sulla, must report to federal prison by July 9 to begin serving his sentence.
