Mayor Christopher Clark said Harvey faces $149 million debt, and $12.2 million in unpaid commercial property taxes in just one year. Harvey has one of the lowest property tax collection rates, at just 52 percent, in the Chicago suburbs, according to the Cook County treasurer’s office.
