- On Monday, December 22, the Save the Philippines Coalition filed malversation and anti-graft complaints with the Office of the Ombudsman against Ralph G. Recto and Emmanuel R. Ledesma Jr., also seeking preventive suspension under the Anti-Plunder Law.
- On December 5, the Supreme Court of the Philippines ordered the return of P60 billion in PhilHealth excess funds; PhilHealth had been instructed to remit P89.9 billion, but a temporary restraining order blocked P29.9 billion.
- Seeking preventive suspension, petitioners warned respondents' continued stay could cause loss or destruction of evidence, while Irene Ann C. Caballes, Elmer B. Jugalbot, and others filed the complaint.
- Responding to the filing, Recto added he respects citizens' right to seek redress, will cooperate with the Ombudsman, and welcomed the Solicitor General's representation, while Ledesma did not immediately reply to requests for comment.
- The Supreme Court, voting unanimously, declared special provision 1 of the 2024 national budget and Department of Finance Circular 003/2024 unconstitutional, ruling the P89.9 billion transfer void and noting Ralph G. Recto acted in good faith after his mid‑November 2025 appointment.
