Gov. Spanberger Urges Rate Freeze; SCC Staff Recommends Denial of Dominion-NextEra Merger
SCC staff says the $67 billion deal could raise risks for reliable service, while Spanberger seeks six years of frozen residential rates and bill credits.
- On Monday, Virginia Gov. Abigail Spanberger urged the State Corporation Commission to reject the $67 billion merger between Dominion Energy and NextEra Energy unless the companies impose a six-year residential electricity rate freeze and triple monthly bill credits.
- Commission staff recommended denying the deal, citing that the merger would expose Dominion to "additional financial and business risks of NextEra's unregulated, competitive businesses" while failing to prove service reliability would not be jeopardized.
- Spanberger also demanded tripling monthly bill credits to $29 for four years, alongside reforms to lower residential cost burdens, stronger utility disconnection protections, and commitments to maintain current Virginia employee numbers for 10 years.
- Dominion and NextEra defended the deal, citing more than $2.1 billion in community benefits and 1,000 jobs, while stating they are reviewing Spanberger's demands through the ongoing regulatory process.
- The State Corporation Commission will begin hearing public testimony on the proposal on November 5, with a final decision on the $67 billion transaction expected in January 2027.
