Gov. Spanberger Announces Reforms to Virginia's Prison System
The reforms follow meetings with advocacy groups and include a 39% drop in use of force across VADOC facilities, officials said.
- On Tuesday, Governor Abigail Spanberger announced major prison reforms, including the launch of a Community Partnership Council on Corrections within the Virginia Department of Corrections aimed at improving safety and accountability.
- These initiatives follow reports of dangerous working conditions and chronic understaffing at state facilities. VADOC Director Joseph Walters acknowledged the agency operates with a 21% vacancy rate, creating significant challenges for correctional officers.
- The administration banned five-point restraints and established an Office of Professional Standards. Data from January through May shows a 56% decline in serious inmate-on-staff assaults and a 39% reduction in use-of-force incidents across facilities.
- Led by Walters and Secretary of Public Safety and Homeland Security Stanley Meador, the new council will solicit community advice to improve operations. Meador stated this partnership helps the agency "better the DOC environment."
- Department leaders met with 13 advocacy groups and addressed approximately 85% of raised concerns, including visitation standards. Spanberger described the five-month progress as among her proudest accomplishments during her term as governor.
