Specific spots include the 'God Made Trump' video, which aired during the Dallas midterm convention, and ads featuring perceived enemies like former Presidents Barack Obama and President Joe Biden.
Lawmakers and advisers have criticized the campaign, though the White House defends the spots as public service announcements despite the controversy.
While Congress has not yet acted to block the spending, Democrats gaining control of the House next year could provide subpoena power to investigate the campaign.
