Global Affairs Canada is reducing its overseas workforce at three times the rate of domestic staff, with rotational positions being eliminated faster than Ottawa-based roles as the department seeks efficiencies.
Ottawa is cutting staff across departments to fund a surge in defense spending, while GAC maintains it is pursuing an agenda of diversifying trade and advancing Canadian interests abroad.
The department plans a 13.8% drop in "locally engaged staff" and intends to drop 754 foreign worker postings over three years, while domestic non-rotational positions face a 3.5% cut.
Former ambassador Jeremy Kinsman argued the shifts create an "overload" of staff in Ottawa, warning that reducing local hires means losing "tremendous" input from those who understand the landscape.
International comparisons reveal different staffing approaches; a 2025 audit showed 53% of Britain's foreign service staff were hired locally, while France reported 74% of its workforce abroad in 2022.
