Germany’s flagship rail megaproject delayed to 2031 after over 1,000 km of cables laid incorrectly
Deutsche Bahn must replace most of the faulty infrastructure as the full opening slips to 2031 and costs keep rising past €11 billion, investigators said.
- An investigation by broadcaster SWR revealed that Deutsche Bahn laid more than 1,000 kilometres of cables and ducts incorrectly for Stuttgart 21, forcing a large majority of the infrastructure to be replaced.
- Cabling work began before final technical planning for the digital system was complete, and the later discovery that freight trains require conventional signals forced Deutsche Bahn to install additional equipment after original work finished.
- Costs for Stuttgart 21 have surged past €11 billion, with full commissioning now delayed until the end of 2031—twelve years behind the initial target and five years past the most recent deadline.
- Baden-Württemberg Minister-President Cem Özdemir described the project as "a national joke," demanding "reliable figures" from Deutsche Bahn, while Transport Minister Winfried Kretschmann called the delay "unacceptable."
- Residential development in the Rosenstein district faces prolonged delays, as critics argue that political pressure for rapid modernisation combined with poor project management continues to produce humiliating results for taxpayers.
