From the Lockerbie Bombing to 9/11: How Attacks on Flights Defined US Air Travel
Aviation security grew after multiple attacks exposed gaps, leading to reinforced cockpit doors, baggage screening, body scanners and other layers, officials said.
In July 2025, the Trump administration ended the shoe screening requirement that the Transportation Security Administration had enforced for decades. The decision reflects how airport security evolves by adjusting layered defenses against emerging threats.
Security protocols shifted dramatically after the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, killed 259 people aboard and 11 on the ground. The September 11, 2001, attacks further prompted 100% checked luggage screening and reinforced cockpit doors.
Foiled plots accelerated additional measures: Richard Reid's 2001 shoe bomb attempt led to footwear screening, while the 2009 incident on Northwest Airlines Flight 253 prompted TSA's 3-1-1 liquid rule limiting containers to 3.4 ounces. Full-body scanners soon followed to detect non-metallic threats.
As of last month, newly manufactured passenger airplanes must feature retractable security gates between cabin and cockpit. TSA is expanding facial recognition technology to verify passenger identities, adding modern layers to traditional screening methods.
University of Illinois professor Sheldon Jacobson emphasizes that layered security creates a "very resilient system," though any single layer can be breached. Authorities must balance finite resources against constant uncertainty in allocating defenses against evolving threats.
