From derision to compassion, Berkshire's cycle of homelessness has a long history

In the 1930s, Pittsfield’s punitive approach to homelessness and panhandlers didn't seem to have achieved much to alleviate anyone's addiction, mental health issues, the economics of a Great Depression, or the housing shortages that plagued Berkshire cities.
