For a quarter of a century, Archbishop Józef Kowalczyk was the "eminence grise" of the Polish Church. For over twenty years, as apostolic nuncio, he governed it from the backseat. No episcopal appointment was made without his involvement. The vast majority of the hierarchy owed him some sort of "debt of gratitude."
He negotiated and signed the concordat agreement between the Holy See and the Republic of Poland in 1993.
