- The rule reclassified social services under the Clinton-era Personal Responsibility and Work Opportunity Reconciliation Act, making programs inaccessible to immigrants with Temporary Protected Status and Deferred Action for Childhood Arrivals.
- New York Attorney General Letitia James, who sued, praised the ruling and called the policy "catastrophic for working families," while proponents of Head Start warned it would harm immigrant communities.
- Because the judge temporarily barred the rule last year, it was never implemented. The Departments of Labor, Education, Justice, and Health and Human Services did not return requests for comment.
