- Enforcement will focus on cutting insurers and shippers' access as targets face EU asset freezes and EU citizens and companies are barred from business, while member states vow crackdowns on over 400 shadow fleet ships.
- Despite repeated rounds of sanctions, Russia has adapted, continuing discounted sales to India and China, while last month Ukraine struck two shadow-fleet tankers with Sea Baby naval drones as the Council of the EU expanded sanctions.
