How the EU’s New Cabin Baggage Rules Will Work – and when They Start
Standard fares would include two free cabin bags, with the rules aimed at limiting extra charges for hand luggage.
European Parliament and Council negotiators reached a provisional agreement in June to overhaul air passenger rights, granting travellers a free personal item and a 7kg cabin bag on standard tickets starting late 2027.
This major overhaul marks the first legislative revision since 2004, covering broader passenger rights including compensation, delays, and cancellations across Europe.
Passengers will be entitled to a personal item fitting under the seat plus a cabin bag weighing up to 7kg with combined dimensions of 100cm, though airlines may still offer cheaper fares without hand luggage.
British travellers will not benefit on outbound flights, as UK-based airlines including EasyJet, British Airways, and Jet2 are not subject to these rules, applying "only on return flights from EU countries."
The rules still require completion of the remaining EU legislative process, with implementation expected in October 2027 at the earliest.
