The City of Donostia applies the surcharge of the IBI "to all empty dwellings" of the city, including those belonging to large forks, although "there are exceptions". Thus, of the 48 uninhabited properties of Azora, only 18 will be subject to it, since fourteen have use and another sixteen are exempt. In the case of Naiz Homes, the measure will begin to apply to them on January 1.
