Documents: Ousted Georgia Police Officer Gave ICE Agent Husband Access to Flock System
An internal audit found 983 searches across six states, and investigators said Harpe gave her husband access to a sensitive police system without authorization.
The Savannah Police Department fired Officer Amber Harpe on September 26 for sharing her Flock Safety login credentials with her husband, an ICE agent, granting him unauthorized access to the department's license plate reader system.
Harpe's husband, who lacked independent Flock access through his federal employment, requested her login information during an August 3 interview and used the account for approximately four months to conduct 983 searches.
While Harpe argued "there was no malicious intent, no personal gain, and no intent to harm the Department," department leadership determined she violated policy prohibiting credential sharing, citing the scale and recurring nature of unauthorized access.
Assistant Police Chief Robert Gavin and supervisors agreed on termination after Lieutenant Michelle Halford rejected a proposed one-day suspension, prompting Harpe to withdraw her Civil Service Board appeal scheduled for October 13.
Harpe's case occurred amid a wider Flock misuse investigation that resulted in multiple employee terminations; department leadership emphasized the system exists "to keep our community safe, not for personal or unauthorized use.
