Canada-wide arrest warrant issued for former University of Manitoba law dean
Regulators said Jonathan Black-Branch misspent more than $600,000 in university funds and showed “blatant and sustained dishonesty,” according to the tribunal.
The Bar Standards Board disbarred former University of Manitoba law dean Jonathan Black-Branch in February, citing "blatant and sustained dishonesty" regarding his mismanagement of university funds while leading Robson Hall between 2016 and 2020.
This overseas ruling follows the Law Society of Manitoba disbarring Black-Branch in February 2024 after an investigation found he misspent over $600,000, though he failed to participate in those proceedings or the subsequent U.K. tribunal.
The University of Manitoba secured a $682,000 judgment against Black-Branch last May, and a Canada-wide arrest warrant remains in effect; Winnipeg Police Service Const. Claude Chancy confirmed on Tuesday that the criminal investigation continues.
In addition to disbarment, the Bar Standards Society fined Black-Branch over $4,900, noting he failed to disclose the Manitoba findings to his U.K. regulator, which it said "reflects the seriousness of his actions."
Although Black-Branch is entitled to file for another hearing per the tribunal report, he remains at large; Law Society spokesperson Deirdre O Reilly stated such consequences are appropriate "to uphold the standards of the profession.
