Man who killed Delaware state trooper at DMV office had said he was being harassed by police

- Rose first entered the DMV at 11:30 a.m., left, then returned shortly before 2 p.m. and obtained a queue ticket; about three minutes later, he approached Cpl/1 Snook and fired over the glass partition.
- At approximately 2:07 p.m., a New Castle County Police Department responding officer shot Rahman Rose through a window from outside the building; Rose later died and several people had non‑life‑threatening injuries.
