184-unit workforce housing project planned for Kerr Avenue in Wilmington
Blue Ridge Atlantic Development has submitted plans for Avenue Flats, a $59M, 184-unit workforce housing complex on South Kerr Avenue in Wilmington. Apartments will serve households earning 30–80% of area median income. Backed by tax credits and local funding, construction could begin this summer.
