Cluster bomb casualties near record, driven by war in Ukraine
Civilians accounted for 87% of casualties, and around two-fifths were children, as the treaty review conference prepares to assess the war’s toll.
- On Tuesday, the Cluster Munition Coalition released the Cluster Munition Monitor 2026, reporting at least 1,063 people killed or wounded by cluster munitions in 2025, with civilians accounting for 87% of casualties.
- Neither Russia nor Ukraine has signed the Convention on Cluster Munitions, continuing their use alongside Iran, Myanmar, and Thailand, while eighteen countries outside the treaty actively produce these weapons.
- Grant terminations reduced clearance capacity in Afghanistan and South Sudan, even as approximately US$116 million in international funding was provided in 2025 to address contamination while unexploded duds endanger civilians.
- Ahead of the Third Review Conference in Vientiane, Laos, on September 14-18, the Red Cross urged member states to condemn production and transfer of cluster munitions to bolster the 2008 convention.
- Coalition director Tamar Gabelnick said, "Yet the rising human toll, continued and new use, production, and transfers by states not party are stark warnings that these gains cannot be taken for granted.
