CIA Director Ratcliffe’s Trip to Havana
The island has run out of fuel oil and diesel, and blackouts have lasted up to 22 hours a day, officials said.
- CIA Director John Ratcliffe visited Havana on Thursday, marking only the second time a U.S. intelligence chief has visited Cuba since 1959, delivering President Donald Trump's message that Washington would "seriously engage on economic and security issues, but only if Cuba makes fundamental changes."
- Cuba's fuel crisis prompted the visit after Energy Minister Vicente de la O Levy announced Wednesday the country had run out of fuel oil and diesel, a consequence of Trump's oil blockade and severed Venezuelan oil access since January.
- During meetings with Interior Minister Lázaro Álvarez Casas and Cuba's intelligence chief, both sides discussed bilateral law enforcement cooperation, while the State Department offered $100 million in humanitarian aid Wednesday, conditioning it on Cuban political reforms.
- Cuban Foreign Minister Bruno Rodríguez Parrilla said Cuba is open to negotiations but urged the U.S. to lift its blockade, while Trump has repeatedly threatened military action and U.S. surveillance flights near Cuban cities have surged since February.
- Progressive Rep. Pramila Jayapal urged the administration Thursday to end the "failed policy," while legal scholar Maryam Jamshidi called the CIA's social media post "one of the most sinister and ominous social media posts I've ever seen.
