Had I been her, I would have struggled not to turn cartwheels down the front lawn. Chow’s mayoralty had been riding alarmingly low in the water, fiscally speaking; even keeping up routine spending threatened to swamp the boat, never mind ambitious new initiatives. This “new deal” offers her some desperately needed stability.
