Canadians, Brits stress U.S., Texas are key to shipbuilding
The $3.5 billion project will build five cutters, with three in Texas and two in Finland, officials said.
On Monday, Davie Defense broke ground at its Galveston, Texas shipyard to begin constructing Coast Guard Arctic Security Cutters, with Gov. Greg Abbott attending the ceremony.
The Icebreaker Collaboration Effort , a trilateral initiative among American, Finnish, and Canadian leaders, drives the project; the One Big Beautiful Bill Act awarded more than $3.5 billion to Davie Defense to build five ASCs.
Davie Defense CEO Philip Burns-O'Brien cited the workforce is "committed to hard work" and noted the company chose Texas for more than 75 years of shipbuilding heritage in Galveston and Port Arthur.
Referencing the biblical Noah story, Inocea Group Chairman Alex Vicefield noted "God chose a shipbuilder" as a lesson in foresight for preparing America's Arctic defense capabilities before conflict emerges.
Gov. Greg Abbott called the project "a quintessential America First project," signaling how Trump and Abbott's policies are restoring American maritime industrial capacity after decades of decline.
