Nigeria: CBN Reduces Number of Licensed BDCS to 82 Under Revised Guidelines

CBN reduced licensed Bureaux De Change from about 5,690 to 82 after revoking over 4,000 licenses for regulatory non-compliance, effective Nov 27, 2025.

  • On Dec 8, 2025 the Central Bank of Nigeria granted Final Licences to 82 Bureaux De Change to operate from November 27, 2025, a statement in Abuja by Mrs Hakama Sidi-Ali, CBN Acting Director, Corporate Communications said.
  • Following mass revocations, the sector contracted to around 1,517 licensed Bureaux De Change after the CBN revoked over 4,000 licences in 2024 from about 5,690 BDCs.
  • Only BDCs shown on the CBN website are authorised to operate from November 27, 2025, and the CBN will update the authorised list on www.cbn.gov.ng for public verification.
  • The CBN warned that operating without a licence is an offence under Section 57 of BOFIA 2020 and advised the public to avoid unlicensed foreign exchange operators.
  • According to the CBN, the exercise enforces the 2024 Regulatory and Supervisory Guidelines for BDC Operations in Nigeria using powers under BOFIA 2020, Mrs Hakama Sidi-Ali said Monday.
