The suspects, aged between 19 and 31, were the target of an operation on Tuesday aimed at avoiding possible "serious violent acts." The police seized mobile phones and computers, did not arrest the suspects and found no weapons or explosives.
The suspects shared "manuals for making explosive devices" and discussed "invading buildings, selecting targets, training them and recruiting" others.
While the next election in Brazil is scheduled to take place next October, several people are accused of planning an attack in the capital Brasília.
