Gov. Beshear Provides Team Kentucky Update
Governor Beshear's plan protects education and Medicaid while cutting $77.7 million from state agency budgets to address a $156 million shortfall, about 1% of General Fund revenue.
- On Dec. 18, Gov. Andy Beshear unveiled a preliminary budget-reduction plan cutting Kentucky General Fund appropriations by $77.7 million and using $28.2 million in unbudgeted balances, saying `I want to make sure that people know that I am personally taking part in this budget reduction plan`.
- The Consensus Forecasting Group trimmed its shortfall estimate from $305 million to $156 million and projects sluggish revenue growth of 2.5% in 2026-27 and 2.2% in 2027-28 through the middle of 2028.
- Many state agencies face about a 3% reduction to enacted budgets, including the Governor's and Lieutenant Governor's offices, while Auditor Allison Ball and Treasurer Mark Metcalf declined participation.
- With the legislative session starting Jan. 6, Tuesday's forecast and Gov. Andy Beshear's plan will guide the Kentucky General Assembly's 2026-28 biennial budget amid disputes with the Republican-led legislature.
- Kentucky fell just $7.5 million in revenue short of the 2022 law's trigger, which requires the Budget Reserve Trust Fund to be at least 10% of revenues, with the fund expected to hold about $16.2 billion.
