Audit: Cities, counties in California can improve cannabis-permitting process

The audit examined six jurisdictions: Sacramento, South Lake Tahoe, Fresno, Monterey County, San Diego and Santa Barbara County. It looked at whether they used a blind scoring process while evaluating cannabis business applications.
