Arkansas approves citizenship voting requirement
Over 612,000 voters supported the measure to prevent local governments from allowing noncitizen participation in future elections, according to final election tallies.
On Tuesday, Arkansans approved the Citizens Only Voting Amendment , which restricts voting to United States citizens in the Arkansas Constitution.
State Rep. David Ray sponsored the measure to preemptively block Arkansas municipalities from authorizing noncitizen voting, stating it would "prevent any Arkansas city or county from legalizing noncitizen voting."
Opposing the measure, Attorney Aaron Cash argued it is unnecessary because the Arkansas Constitution already requires United States citizenship to vote, calling it a redundant rewrite.
Issue 1 takes effect Jan. 1, 2027, establishing new constitutional language as the governing standard for all future state and local elections in Arkansas.
Beyond this voting measure, Arkansans passed additional ballot initiatives on Tuesday, signaling broader efforts to codify Constitutional Rights protections within state governing documents.
