Aon, EBRD Expand Ukraine War Risk Facility to €150m with MS Amlin
The expanded facility supports nearly 10,000 policies and more than €500 million in goods and vehicle coverage, Aon said.
- On Tuesday, Oct. 13, 2026, Aon and the European Bank for Reconstruction and Development expanded the Ukraine Recovery and Reconstruction Guarantee Facility from €110 million to €150 million to boost war-risk reinsurance capacity.
- The expansion follows depletion of the previous €110 million limit as Ukraine contends with intensifying Russian attacks on energy, transport, and logistics infrastructure, alongside a renewed blockade of Black Sea ports.
- Ukrainian insurers UNIVERSALNA and USG joined the program, expanding coverage to include gas-related assets and inventory in temporary warehouse storage alongside existing protections for inland cargo, motor vehicles, and railway rolling stock.
- Aon President and CEO Greg Case said the facility has supported nearly 10,000 policies worth more than €500 million, helping businesses maintain operations and build economic resilience during the war.
- Backed by international donors including the European Union, the initiative facilitates private investment in Ukraine by providing reinsurance capacity for local insurers, strengthening the broader war-risk insurance market.
