Baghdad wanted to mark its return to the regional diplomatic scene, but the vast majority of Arab heads of state were absent from the Arab League summit, held on 17 May in the Iraqi capital. A setback for the regional organisation and a small revenge for Iran, which took advantage of it to reaffirm its influence in Iraq.
