Ghana Sets 2030 Goal to End Raw Mineral Ore Exports
The phased ban would push more mineral value into local refining and manufacturing, with private investors and development finance institutions expected to help fund the shift.
- On Monday, President John Dramani Mahama announced a 2030 target for Ghana to end raw mineral ore exports, declaring, "I have set a clear goal that by 2030, raw mineral ores should no longer leave our shores."
- Addressing the Mining in Motion Summit, Mahama stated Ghana can no longer sustain an economic model benefiting foreign manufacturers while denying its own industries growth opportunities through local processing of bauxite, manganese, iron, and lithium.
- Implementation will occur through a phased prohibition supported by necessary legal measures and mineral-specific timetables. "We will pursue a phased prohibition on exports of unprocessed ores, supported by the necessary legal measures, mineral-specific requirements and transparent implementation timetables," Mahama said.
- Investors face new processing obligations associated with resource access, and the government aims to modernize the Volta Aluminium Company while leveraging existing bans on iron scrap exports to demonstrate commitment.
- While the 2030 target sets a four-year timeline, no law or regulation has been published to enforce the ban, and success depends on reliable electricity, infrastructure, and financing to make domestic processing competitive.
