As the Election Commission’s Special Intensive Revision (SIR) of electoral rolls draws to a close, Nagpur district has recorded 10,81,214 voters — 23.31 percent of its 46,38,589 total electorate — in the “enumeration form not submitted” category, district administration data shows.
