Why don't all Texas school buses have seatbelts?

Summary by Ground News
Texas passed a law requiring seatbelts on buses back in 2017. The bus involved in Friday's crash was a 2011 model and therefore exempt from the law. Of the 200 school buses in the district's fleet, about 40 are older than 2017. Hays CISD said its Facilities and Bond Oversight Committee will discuss speeding up the timeline of bus replacement.
