Ukraine Needs Budget Support to Pay for Drones and Missiles, Zelenskiy Says

Zelenskiy said the money is needed for drones, missiles and troops' pay as Ukraine seeks faster EU and IMF support.

  • On Friday, Ukrainian President Volodymyr Zelenskiy announced that Ukraine urgently requires $27 billion in additional defense funding, warning that procurement must occur in October and November to prevent critical shortages of drones and missiles starting next year.
  • Intensifying long-range drone and missile attacks along the 1,200-km front line have driven up war costs, prompting Kyiv to seek accelerated disbursements from a $102 billion European Union loan program approved in late 2025 to support 2026 and 2027.
  • About a third of the required funds must cover drone procurement for January, February, and March, Zelenskiy told reporters. "Everyone understands that Ukraine cannot be alone," he said, noting positive responses from European Commission President Ursula von der Leyen.
  • Finance Minister Sergii Marchenko stated that an International Monetary Fund mission is expected in November, as Ukraine plans for next year's budget, which requires more than $52 billion in international financial aid to cover broader social and humanitarian spending.
  • The European Union recently approved a €3.3 billion tranche to bolster air defense systems, while further talks regarding immediate requirements for the Defence Forces occurred between Khmara and Kubilius, with planned future meetings in Brussels.
