A Latino civil rights group plans to appeal a recent federal court ruling that barred Kentucky from granting in-state tuition rates to people without permanent legal status.

On March 31, the policy was blocked on the basis that it violates federal law by Judge Gregory F. Van Tatenhove of the U.S. District Court for the Eastern District of Kentucky.
