With regard to teacher training, one of the biggest shortages in the country, the volume of new graduates (two thousand per year) is lower than the number of teachers leaving by retirement (three thousand per year).

The rate of completion of secondary education is lower in Lisbon, Setúbal and Algarve, in a context where there are fewer students in the lowest grades and more students in higher education, particularly foreigners, according to a Pordata report.
