The ruling has spurred rapid redistricting and new legal challenges as Black voters and civil rights groups warn of lower turnout and weaker representation.

- Justice Elena Kagan argued the new interpretation allows states to "systematically dilute minority citizens' voting power" without legal consequence, while Justice Samuel Alito wrote that Section 2 violations now require proof of "intentional discrimination."
