Texas Freezes Data Center Grid Hookups as AI Requests Hit 474 GW
Texas is tightening review rules as speculative requests drive a 474-gigawatt queue and raise the risk of costly grid overbuilds, Reuters said.
- On Tuesday, grid operator ERCOT and Governor Greg Abbott launched an audit of Texas data center power requests, which have soared from about 48 gigawatts in 2023 to more than 474 gigawatts.
- The industry calls this phenomenon "ghost demand," where developers submit multiple speculative requests to secure queue positions at little cost without identifying firm customers or funding. A Reuters analysis published Tuesday revealed the extent of the gap.
- Texas Public Utility Commission Chairman Thomas Gleeson warned, "When you don't know what is real, you really don't know how to build the infrastructure for it," as uncertainty threatens grid stability and consumer costs.
- Pennsylvania Governor Josh Shapiro signed an executive order on August 18 requiring stricter permitting for projects above 25 megawatts and greater disclosure of end users, joining states filtering speculative proposals.
- Regulatory barriers effectively shrink speculative pipelines: Chicago-based Exelon cut demand tallies by 40% to 11 gigawatts after imposing collateral requirements, while AEP Ohio's pipeline fell more than half following $100,000 grid connection study fees.

Data Center Power Demand Already Imposing Costs on Consumers in Regional Grid
Whether or not the Legislature and the Public Utilities Commission invite hyperscale data centers into South Dakota, South Dakotans are already footing the bill for the power needs of AI-boomers in…
When electricity demand may be just "phantom demand," Texas and several states across the US have announced stricter controls on power requests from giant data centers after combined requests exceeded 700 gigawatts.
Texas Freezes Data Center Grid Hookups as AI Requests Hit 474 GW
Texas halted new data center grid connections after requests surged to 474 GW, over five times peak demand. The audit targets ghost demand inflating forecasts nationwide as AI spending tops $700B. Regulators seek proof of viability to protect reliability.
Texas Halts New Data Center Grid Connections as ‘Ghost Demand’ Surges
Texas has become the first major U.S. data-center hub to freeze new grid connections while officials determine how much of the extraordinary electricity demand attributed to the artificial intelligence boom actually exists. The move follows an explosion in requests from data centers and other large electricity users seeking access to the Texas power grid. Those […]
Texas' halt on powering data centers reflects US reckoning over 'ghost' demand
Texas has 474GW of data centre requests and no idea how many are real
Texas has 474 gigawatts of requests from data centre developers waiting to connect to its power grid, more than five times the state’s record peak demand. In 2023, the figure was just 48 gigawatts, and the difference clearly does not represent hundreds of gigawatts of new data centres that are actually going to be built.
