It will be deja vu for additional chief secretary Dr J Radhakrishnan when he takes charge as commissioner of the Greater Chennai Corporation, a post he held as a young civil servant 23years ago, as part of a reshuffle of top bureacrats. Chief minister M K Stalin was the mayor when Radhakrishnan was commissioner from January 19, 2000, to June 4, 2001.
