KAY ELLINGTON | TEXAS SPUR Steve Bland, who was elected mayor of Spur in May 2015 and served until stepping down for health reasons in January 2017, passed away in Lubbock July 30. Prior to serving as Spur mayor he had served as a Spur alderman in 2014.
