Singapore launches 'nutrition label' guidelines for GenAI chatbots

The voluntary framework asks chatbot providers to disclose capabilities, limits and data handling in one place, while new notices spell out GenAI training obligations.

  • On Monday, July 20, 2026, Singapore's Personal Data Protection Commission introduced mandatory AI-specific notifications requiring organizations to inform consumers when using personal data to train generative AI models.
  • Minister for Digital Development and Information Josephine Teo announced the guidelines to address accountability concerns, clarifying that broad statements about "personalisation of services" or "product development" are no longer sufficient.
  • The Infocomm Media Development Authority recommended voluntary "chatbot information card" labels akin to medicine labels, detailing system capabilities, limitations, reliability, and data handling in one consolidated place.
  • Major organizations including Google, Meta, DBS, OCBC, Singapore Airlines, and Synapxe will roll out chatbot information cards over the next 12 months, with public sector agencies also adopting the guidelines.
  • Public sector agencies including the National Library Board and Health Promotion Board will lead by example, while guidelines clarify that organizations must assess whether scraped data qualifies as "publicly available" before use.
