Quiksketch: A Look at Quebec Liberal Leader Charles Milliard
Milliard, a first-time candidate for the legislature, says he will rebuild the party after its 2022 losses and leadership scandals.
On Monday, Quebec Liberal Leader Charles Milliard will attempt to win the premiership and join the provincial legislature for the first time, aiming to rebuild a party plagued by years of scandals and poor electoral showings.
Milliard claimed the Liberal leadership by acclamation in February 2026 after Pablo Rodriguez resigned amid the "brownies scandal," during which Rodriguez was accused of paying for votes.
A former pharmacist and CEO of the federation of Quebec chambers of commerce, Milliard entered partisan politics in 2024 to emphasize the economy, regions, and culture while promising to restore party integrity.
Milliard describes himself as a nationalist and federalist, telling The Canadian Press on Thursday, "I'm convinced that Canada is something exceptional to which we have to contribute," while balancing "Quebec-first" views.
Running from outside the national assembly alongside Conservative Leader Duhaime, Milliard faces a landscape where rivals like the Parti run sovereigntist campaigns while others describe themselves as "autonomist" and reject independence referendums.
