Province rules out repurposing Cowichan District Hospital
North Cowichan leaders want the province to explain why the 1967 hospital cannot be converted into addiction and psychiatric care beds.
The provincial government ruled out repurposing Cowichan District Hospital once it is replaced in 2027, prompting North Cowichan council to demand a detailed explanation at its July 15 meeting.
In her June 29 letter, Health Minister Josie Osborne stated the 60-year-old facility on Gibbins Road "has reached the end of its functional life" and is not being considered for alternate uses.
North Cowichan Mayor Rob Douglas argued the building remains busy, stating, "It's not as though the building's been shuttered for years," and urged the province to reconsider the repurposing opportunity.
Council authorized Douglas to seek a formal explanation, while Duncan Mayor Michelle Staples called the rejection disappointing, noting publicly funded assets should be considered for repurposing to meet regional health needs.
The Ministry of Health is working with Island Health and a senior medical adviser on an alternative southern Vancouver Island location to provide beds for patients with severe mental health and substance-use challenges.
