A welfare check was performed at a “deplorable” Adams County home days before the mysterious death of a woman who lived there with her boyfriend and two children, court documents show.Pennsylvania State Police were called to an apartment building on the 2700 block of Chambersburg Road in Biglerville on Feb. 25. Charlene E. Felton, 38, was found dead at the home less than two weeks later.
