Par Panel Flags Nearly 73% Students Drop Out Before Finishing Higher Secondary
The committee said 73% of students leave before higher secondary and urged more schools, better access and special educator hiring.
On Wednesday, the Parliament Committee on Estimates presented its Tenth Report to Lok Sabha, flagging a "drastic decline" in school numbers as education levels rise, with nearly 73% of students dropping out before finishing higher secondary.
According to Unified District Information System for Education 2024-25 data, the vast majority of over 1 million government schools are primary, while only 90,866 schools exist at the higher secondary level.
Regarding Divyang students, the Committee noted that more than half of schools lack CwSN-friendly infrastructure, such as ramps and accessible toilets, despite inclusive education being a "critical and urgent national priority."
The panel reported "substantial" financial underutilization in NIPUN Bharat for Financial Year 2024-25, with combined Centre and state spending at only 4.1 percent of GDP, falling short of the 6 percent target.
Urging the Ministry to upgrade existing primary and secondary schools into full-fledged higher secondary institutions, the Committee also recommended analyzing systemic bottlenecks causing implementation delays at state and UT levels.
