Turkey is working on a legal framework for dealing with former members of the PKK. Thousands of prisoners could benefit from this, but a release of leader Abdullah Öcalan is excluded.
The 12-article framework bill, signed by 360 out of 592 members of parliament, was submitted to the Speaker of the Grand National Assembly. The bill is scheduled to be discussed in committee on August 7th and in the General Assembly on August 9th. Speaker of the Grand National Assembly Numan Kurtulmuş stated that the regulation is an important step that will "strengthen the country's internal fortress" and "open the door to a new era."
The framework law submitted to Parliament, while presented as a "postponement" measure, is essentially a veiled amnesty specifically for the PKK/KCK. Because the law cannot be enacted by mentioning the name of an organization, it fundamentally undermines the principle of equality enshrined in the Constitution.
